STAFF POTENTIAL − THE KEY TO ENTERPRISE STAFF SECURITY
Conceptual fundamentals of enterprise staff security provision were characterised. Definition and functions of each term, that is used for enterprises’ staff potential characteristics were defined and outlined. «Manpower», «human resources», «human factors», «humancapital», «human potential», «working potential», «staff potential», «staff», «personnel» terms which have different contents and essential load, but they are interconnected, complementary and on different hands characterise its bearer – human being. Scientific works ofUkrainian and foreign scientists were summarised and list of substantial human resources differences of all others were defined (material, financial, informational and etc.). Consequent characteristics of the terms (human potential, staff potential, individual potential) let usexpress the thoughts on existence of a hierarchical relationship between them that is represented in graphical view. Notion «staff» and «personnel» is theoretically identical, is differentiated by usage history and scientific researches intensity and for the needs of staff security might be applied simultaneously. Обґрунтовано, Forming of enterprise staff potential the main task is to define primarily objective of the enterprise and to choose strategy how to achieve it, was outlined during the research. It was shown that Staff potential structure from itssecurity provision point of view has an appropriate appearance. It was stressed that, special attention while forming staff potential should be paid to potential applicants for workplaces. Formation of the list of persons applying for working places can significantly increase theefficiency of staff potential formation process by reducing the cost of staff training, losses of reducing professional qualification and neutralisation of relevant external and internal threats. It was underlined that staff potential formation – is an important function of eachenterprise activity, that in modern conditions of management at the most extent affects both its efficiency and ensure existence. Accordingly to this, especially important is to develop personnel management concept, which would incorporate planned and justified staff potential formation taking into account the priority tasks of enterprise’s staff security.
