PERFORMANCE MANAGEMENT IN TERRITORIAL FORCED MIGRANTS ASSISTANCE PROGRAMS
The article examines the main trends in the management of early recovery projects in the areas accepting IDP migrants under conditions of limited organizational and time resources. The review of trends is grouped in three areas: management hierarchy, compatibility and human factor. It has been determined that during the deployment of organizational system of quick action, there is a desire for planting micromanagement at all levels, striving initially to control everything. However, when the ystem modules are deployed, the understanding emerges that the balance of discretion and order is more on the side of the delegation and independent initiative of the partners. It was found that under the varying types of management (executive formal and operational) the structure of the project still exists, but in the first case it is more hierarchic and more internally democratic in its own way, and in the second – hierarchy is simple, but occasionally it goes into the state of instability. Pathways of satisfactory progress of the project cycle under these conditions have been recommended.
