VETERINARY MEDICINE OF UKRAINE IN THE FORMATIVE YEARS OF THE SOVIET REGIME

Abstract

The history of veterinary medicine in the formative years of the Soviet Regime was studied. Conducted studies have established that the World War I was a factor in the destruction of animal husbandry in the country, which led to almost full termination of the veterinary staff.

However, a complicated epizootic situation helped to increase the number of veterinary staff in the country and expand the network of veterinary institutions, whose activities were focused on the main task – the elimination of infectious diseases.

During this period, the interim government of Ministry of Internal Affairs was organized, in disposal of which was veterinary department. Later interim government transferred all veterinary administrative supervision to the disposal of provincial zemstvo and city self–gevernment that stood out in independent Zemsky unit.

In June 1918 in Moscow by Central Veterinary Department of Public Commissariat of Internal Affairs was convened the All–Russian conference of representatives of veterinary organizations that have made a clear form of organization of veterinary affairs and management of activities to control of contagious diseases of animals.

Veterinary tasks in the field of anti–epizootic and treatment work, as well as their participation in zootechnical events were defined at the meetings of the veterinarians.

At meetings principles of unity of Soviet veterinary medicine and concentration of all veterinary affairs in one authority were approved, also the provisions on the organizational structure of the provincial and regional veterinary organizations were taken.
